Web template.

Could someone create a web template which I could base all my pages on, Could it be done in HTML and using CSS. I can edit and add what I wish then. I only wish for it to be a template, the colors i was thinking of was a silver looking site. I only have 650ish creds to spend on this. I would offer more if I had them.

That layout is all in html, I just used php to include the menus. This can be done in html as well.
