Well, option 1 design looks better in my opinion. Looks more like an airline page, 2 reminds me of hotel services. However, 2 has more navigation options. Anyhow, I'm a strong web designer. I can handle coding for both designs. Plus AirJamaica is my people's airline.

A pilot report system is a system which logs the pilots flights etc. Its nothing too hard, all it really consists of is a Registration system, Login System, Pilot Panel(Where pilots can select flights, change their details etc.), Admin Panel(Where the admins can approve pilot applications, add news, add routes to the flight search etc.) and thats about it.
I'm sorry, but are these, Flight Simulator 2004 and Flight Simulator 2004, games or programs?
In the event that they are programs are these what you'd like the website to interact with? For instance, are the programs used to help obtain the functions (Registration system, Login System, Pilot Panel(Where pilots can select flights, change their details etc.) that you mentioned?
If not, then this would mean that the designer would most likely need to write mysql code to connect to a database that would store and request information, in your case being pilot flt info, etc. With that being so, writing mysql and php codes can get quite expensive, if not expensive, the designer would then need the privilege of a good amount of time to write the and debug the code.
I just needed some clarification on what you said earlier.
