I cannot get to the admin.php on my server. Server is http://recommendation.x10hosting.com. Server is Starka
When I try to access http://recommendation.x10hosting.com//mailman/maillist/admin.php Receive a 404 error

Is there a problem in how it interpets th public_html directory?

That URL isn't a valid URL, as it has a double forward slash. Try:
http://recommendation.x10hosting.com/mailman/maillist/admin.php
