webmail help

everytime i use any webmail on my account like i can send mail but i cant receave mail and also in outlook i can send mail but cant receave

and it happens evertime i touch a webmail service and thats wuts making my email stop working


is there a fix to this

Server replied: 111 Can't open SMTP stream.


when i get this msg my email stops working and someone has to reset the server so its working again
