Website Inaccable

Is there something going on to restore the website?
Its been erratic for a few months and just not working for over a week now and I can even open the Site Manager thouh I can log in CPanel

I have practically not seen my site for months now, except when it appears suddenly for a few hours in between.
I therefore want to move away to a different host OR another account on this host itself.
Is there any way I can retrieve my site and move it? or could you help me shift it?
