Website is not working and login to Cpanel failed

hey,

I am trying to reach my website on URL http://isebgu2010.elementfx.com
and I keep getting time out errors from different browsers, although the server seems to be OK ...
Also, I can't login to my cPanel account (user name: y3kelly URL: http://stoli.x10hosting.com:2082)
