It is getting open for me.You seem to have experienced this in past, so you know you need to flush DNS cache.Even if problem persists proxy is the way to go.

Perhaps you are just experiencing some occasional temporary issues with the server. Free hosting at x10Hosting is usually very reliable but these kind of things happen from time to time on the free servers.
