Website not loading

Hi. I recently tried accessing my website but just get a page cannot be diplayed - cannot find server error. It's the same when I try to get onto the admin login panel. Is it just a case of the server being down, has my account been suspended or what is the problem?

Just moments ago I was able to access your website with no difficulty. Perhaps there was a temporary issue that has been resolved. Try clearing your browser cache and try again. If you are still having difficulties post back and we will assist you farther.

Tried again a few times and can't get on it. It just shows a "problem loading page". Can't login to my Cpanel as it does the same thing.

Here's the wierd thing though, when I tried to access it through a proxy, I could get on it without any problems. However I can't access my Cpanel account through the proxy.

I've tried clearing my cache and doing the flushdns thing and that hasn't worked either.

Also had a friend try to access it from her computer and she couldn't get on it either. It's almost like it's allowing certain ips through at random. But because I can't get onto my Cpanel then I can't see if the website is doing something wierd like that.

Any help before I change hosting providers? I can't access my website or make any changes to it. Can't access it from Frontpage, my Cpanel or my account.
