website not loading

I'm developing a website, but I have a lot of trouble getting it to load, the site is only in development, so its not getting any traffic but when I try and view it I mostly get:

Please try again later.

Chopin has had recurring problems with MySQL.
Not just your account, everybody on Chopin that uses PHP/MySQL.
Admins are looking into the problem.
