Website not showing theme and all links broken

Basically my website is not showing the theme.. The main page is showing nothing but blank text.. and the rest of the links don't go anywhere:

Sorry, but this is a known issue on our free hosting servers. Until this is fixed, you can temporarily solve the problem by adding "RewriteBase /" to your .htaccess file (through cPanel File Manager).

Edit: do you know which htaccess? There seem to be a few when I use the search function

Forgot to mention, my website is built using the "site builder" in cpanel

the one in folder --> [ public_html ]

I can't access that file or just don't see it
