How do you upload a website to here from something like Frontpage?

You have either 2 choices. Either you connect through the frontpage extensions (not what I recommend) Or you upload it through FTP.

For FTP, the information is:

Host: ftp.yourhost
Port: 21
User: cPanel Username@yourhost
Password: cPanel Password

You can also head into the CPanel File Manager and do it, http://lotus.x10hosting.com:2082/ (repleace "lotus" with your specific server).

And for the FTP info (a bit more detailed),

Host: YOURUSERNAME.x10hosting.com
Port: 21
User: YOURUSERNAME
password: YOURPASSWORD

Ex:

Host: darthvader45.x10hosting.com
Port: 21
User: darthvader45
Pass: DARTHVADER45_PASSWORD

If your new to this, just use CPanel.
