Can someone explain in short words what can I do with Joomla and how to set it up....I am new

You can create a reasonably rich web site in a short time with absolutly no knowledge of HTML, PHP, mySQL or any other technology traditionally associated with the web.

As a bonus, Joomla creates web sites where you can give rights to certain users to modify the content of (selected bits of) the web site without them having to "re-programm" the web site. It has built in editors that allow that kind of interaction as part of the website itself.

Two weeks ago I thought I'll never design and build a web site in my life.
Four days ago I just finished one (hosted here on x10Hosting) and I'm now waiting for feedback from the people who asked me to build one.
And I do have a day job and my weekends are pretty full.
I estimate I must have spend 10-12 hours in total.
All thanks to Joomla.

Go to their website as shown by zen-r above and follow the "Absolute Beginner" guides/tutorials.

ok its content management system it allows yout to turn your site into an organized and neat website with articles and everything else. when you want a new page click article and type it in and html will be done for you, you would be editing pages as if you were using microsoft word. Or similar.

it can be expanded with limitless features if you visit the extension area on their site. remember its all free!

I think the previous three posters answered that question well!

and how to set it up....I am new
I've been testing it out on another host and it really is quite cool. I believe Joomla has to be installed on the server for you to use it, but since lotus is down right now, I can't go and check if Joomla has been installed.
Edit:
OK, lotus is up so I checked. Joomla is installed on the server, you just have to set it up and do a private installation on your hosting account. You can do this from the Softaculous option in cpanel.
