A lot of people are choosing joomla => http://www.siteground.com/joomla_mambo.htm <=. I've used Joomla and mambo, and I prefer joomla, but I've come to build my own portal using phpbb3. mxBB is a cms portal based on phpbb, and it's kinda good.

I have been using Drupal for a couple of years, I find it easy to Install and work with. Which ever you chose there will be a learning curve about the details of the particular cms.
