The displayed value is cached for a long time and doesn't necessarily fall when the real PR falls. This, combined with search tracking and personalisation, prevents all kinds of black hat gaming of the system by making people think they're succeeding when they're actually failing badly. It works similarly to the fake karma and voting ring detection and hell banning at sites like Reddit, except it's much more sophisticated and a lot more accurate.)
I can't stress this enough: real SEO is content optimisation, accessibility and just plain old blood, sweat and tears marketing. You want quality links? Create quality content, then make sure people know about it without spamming them.

Not quite. Quality counts a LOT more than quantity. A single link from a PR5 or higher is better than a thousand links from zeroes and ones. Not all links have "juice", and on the logarithmic PR scale, most sites are dry-roasted peanuts. You want at least a grapefruit and a couple of tangerines, but you won't get them unless you aim for the watermelons.
