You could either use an FTP client such as FileZilla or use the File manager in the cPanel to upload the file.

The upload limit to upload by FTP or cPanel is unlimited (the limit would be if your diskspace goes full).
They are upload limitations for each PHP version, for uploading using a PHP script.
