The filesystem mounted at / on this server is running out of disk space. cPanel operations have been temporarily suspended to prevent something bad from happening. Please ask your system admin to remove any files not in use on that partition.

my file is 31mb. why i'm getting out of disk space?

This is fixed and its not you who is getting out of disk space its the server in general

i know i'm not. i think there's have a problem about in server.

As it does point out, the partition mounted as '/' (or rather the entire operating system) is low on storage. This would affect the whole server.
AKA you're not the only one affected.
