Where is the Apply forum?

I tried to apply for hosting BUT
1. The Forum is gone and i can't make a topic...
2.I click the Apply button and it takes me to their offers but I can't click the offers either.

Can someone fill me in on whats going on cuz I haven't been here in a long time.
