where is the penny per day upgrade?

each month, i receive an email with the following suggestion:
"We offer account upgrades that remove the portal inactivity requirement for just over a penny per day. More information here: https://x10hosting.com/portal/?upgrade"

But I don't see that penny per day option on the upgrade page. (i.e. $3.65 per year) Am i missing something?
