Well from what I remember from playing a year ago, weren't there some marines stationed there as defense? If so, they probably had weapons shiped there.

Also check out the video logs and stuff from the people ingame, a lot of them feel insecure and get weapons shipped in and stuff like that

Well the marines are also there to watch over the scientists. The whole thing is that we start to figure out that UAC is probably not the most legitimate company. For example, the whole green goo bi-product of the Hydrogen and Water extractor thingy.

Also, for all we know UAC was planning to eventually take over the government. They seem like the type.

Doom 3 is a remake of the original Doom, meaning what happened in Doom 1 hadn't happened yet before Doom 3. That means Doom 2 ("Hell on Earth") hasn't happened, either.
