Why cant i access cPanel?

hello,
everytime i click the blue button that takes me to cPanel, it never shows the site, it opens a new tab, then just continues to load, and after a while, it will say i couldnt connect.
whats wrong?

Probably a server problem. Websites don't work either right now.
