Why can't I log in to cPanel directly?

I can't log in to cPanel, with one exception: If I've just logged in and out of the account page, the cPanel form will accept my user name and password, but not otherwise. Is there a way I can enable an initial login from the cPanel page?

What link are you using to login to cPanel?
