What is the name of the file ?

are the 'Perms' (permissions) set to [ 644 ] for it - and [ 755 ] for the folder it is in ?

is it where the 'system' (server) is looking for it - in what folder ?

How do I do that? I tried:
chmod("changepass.php", 0755);
chmod("changepass.php", 0644);

Sorry, I'm not very advanced. Im still getting the problem.

to set folder/file permissions see ==> cPanel ==> file manager ==> [ Perms ] after you select the folder or file

on far right side see the current [ Perms ]
