Why does the server go down even though control panel says its green or up?

Why does the server go down? I tried accessing http://focusingforward.x10hosting.com/ and the link is not working. It seems to go down in the evening. I have to leave x10hosting b/c it has gone down more than once this week.

Right now we are having DNS problems which may be affecting your site.

I'm unable to load it on my first try but after refreshing I can get in (get a suspended page though).
