Why FTP loads can not be resumed?

Greetings. The reason for this post is whether you can enable FTP resume of loads, because when i trying to upload a file, sometimes it freezes and does not advance, so i have to pause and resume the load on the ftp server to complete the load of my archives, but to try it, I get a message saying that the resumption of loads in the ftp server is not allowed. This characteristic is very important to load correctly archives in the hosting, when this can't continue normaly
