Why i can't create account???

why i cannot create account from malaysia..
i want to create a free hosting web for my personal blog..

well as the message states, X10 did get allot of abusive requests from your country i believe it was hole Asia, you might be able to make an account by submitting a support ticket

this seems that your country is blocked you must ask any account manager to create an account for you
