Fantastico should already be there in your cPanel. Are you trying to install a script from it? If so, which one are you trying to install? What errors are you encountering?

wordpress. i already install the wordpress in fantastico. but the panel was getting slower and slower and if i visit my site "Error establishing a database connection

" what happen to my cpanel. any can help me transfer in other server.

There is already a known problem with your server and they are working on fixing it. The only way to try to get on a different server is to request for your account to be deleted and then sign up again. There are no guarantees, though, that when you sign up again, you'll get a server other than Chopin.
