Sometimes when you put a new domain on an account, it takes the system 12-36 hrs to update the settings, so you might see that pale blue default page.

Have you changed your domain recently? How long have you been getting the blue page?

Have replaced for a long time. But still can't visit. Even cPanel cannot access

Try clearing your browser cache and history. Seems you are seeing a cached copy of the old redirected page. Your ISP might be doing the caching, which will mean you might have to wait a bit more.
