Why is your site country selective?

I tried to register a website with you and was refused because I'm currently resident in Russia. Why is your site country selective? I have no problem with any other site, just yours. Why do you do this?

There was a high-risk plan but this proved to be too much of an administrative headache.

http://x10premium.com/ and http://x10vps.com/ are unaffected by the policy.
