why my host got suspensions without any email notification?

my host httpd stops , and my host account got suspensions,but i don't know how can i get it back

Httpd stopped because the new servers are being configured. Servers are almost done transferring but still requiring lots of configuration to run smoothly. Chinese is allowed only IF there is a 1:1 translation for each and every page in one of the English, Spanis and French
