why the picture not displayed in my page

Even though the picture exist in the above directory it is not displayed.
on the other hand when i put it in public_html it works perfactly.

I want to keep all my pictures in a particular folder.

That page displays a 404 error, so I'm guessing it's not there.

You are going to need to keep everything in the public_html directory in order for things to work right. So, create a new folder in the public_html directory called "images" (no quotes) and place your images in that folder. You would then link to the images with something like this:
http://mywebsite/images/someimage.jpg
