Wordpress No longer functioning properly

My website no longer functions properly. Plugins do not install or uninstall, I cannot upgrade Wordpress itself either from my dashboard or CPanel, OR the Wordpress.com admin panels. On the Wordpress.com panel, it says it cannot connect to the site. This problem has never been encountered by me before and I have no idea how to fix it.

The top menu of the site went all wonky as well.

Your site seems to load just fine for me. Are you still getting this issue?
If you're still having this problem, you could try clearing your DNS cache.

If you're on Windows:

1. Click on the Start Menu
2. Type cmd int the search box
3. Right click on cmd or Command Prompt in the search results and choose Run as Administrator.
4. Once the Command line window is open, type the following command and hit enter: ipconfig /flushdns

If you're on Mac OS X:

1. Open a Terminal window, from your Applications
2. Type this command and hit return: sudo killall -HUP mDNSResponder

If you're still having issues, I'd suggest looking into an alternative DNS service since ISP-provided DNS services tend to have issues such as this.
I'd recommend either Google DNS or OpenDNS.
