Wordpress Problem!!

[Plz forgive me]

I install wordpress..

and when i try to change my site url i get this errors

Regarding the issue, you have something trying to access the '/tmp' directory, which is outside your account directory (/home/zubair12/), you'll have to do some investigation to see what is causing it (the error message tells you what file and what line in the file you need to look at)

User is banned on here, but hosting account still active. Has been banned before.
