1. stop spaming. your posts are useless, and people waste time reading them. also, and admin could warn or suspend you for spaming.
2. if you were a server administrator, you will know it's not easy to move about 1600 account which individual size in between 50Mb and 3Gb to a new server, and then reconfigure the httpd, php, cpanel, and many more services. so, if you don't know what server administration is, better shut up.
3. ad microtechxp said, if you dislike x10hosting, anybody forces you to use it, so you can leave. there are a lot of free hostings all over the internet.
4. if you need to design something, install apache, php, and mysql(the ones you need) on your computer, and then work there.
