wp-login 403 error

403 is Forbidden
What are the permissions on your files and directories?
What does your .htaccess files look like?

my file permissions are set to the default settings. Which files specifically?

this is my .htaccess :
# BEGIN WordPress
# END WordPress
Options -Indexes

the .htaccess only exists in the folder above the wordpress install

also for some reason I don't have an /index
shouldn't i have one?

and for some reason it didn't write the data to the wp-config.php
so i manually opened the wp-config-sample.php , filled in the data, renamed it, but it i'm still getting the same problem.

my wp-login.php is 644

Update: It can't be the file permissions for wp-login.php because I just attempted 777

Files with permissions higher than 644 are automatically blocked over HTTP by the server's security settings. (Nobody but you or a superuser should have write permission, and nobody other than superusers should have execute permission on any file. Directories need to be 755, since using a directory to get to a file it "contains" is "executing" it under *nix operating systems.) The Options -Indexes entry is preventing the index, which is what you normally want. Sorry I can't help with the remaining issues.
