It doesn't appear to be. Are you having trouble accessing your site, or just your cPanel? If it's everything, could you run a trace route (type tracert <your URL here> at a command prompt) and post the result?

tis is what I get when I ping...

its timing out on the tracert.. Might be because im on another pc and its on a public network.... Let me try using a proxy...
