I wasn't sure whether to put this on this board or in the graphic design board, but it does say this is for promotions. Not sure if it just meant for my site/services though.
One of my buddies made this Xon CMS which you can get from http://xondesigns.com/. The Xon Designs site itself uses the Xon CMS without any real modification, so that is like a user-side demo of it. It's lightweight, highly/easily customizable and uses Twitter's Bootstrap.
You can download it from the xondesigns.com site (at the top, click on CMS) and save the file it gives as install.php, it copies the necessary files upon installation, creates the database and you're done. Here is a picture of me editing the home page from the admin dashboard:
