More I look at this, more I think it's a mix of pyramid and ponzi. Either way though, a quick glance at wiki's article on Pyramid Scheme shows right off why it'll be destined to fail - at level 13 in the pyramid in the image, the required number of people is more than the number -in the world-. Why do people even think this is legal still?
