IP Blocked?

Hi I am hosting a site for a friend here, http://lunarpg.x10host.com. The problem is, the ftp says 50 users max and I can't log into it (when I am the only person accessing it)

Futhermore, visiting the site gives
Error 503 Backend fetch failed
And if I log into x10hosting.com it validates and then when it sends me to the main screen where you manage sites and domains, I get Error code 102 (net::ERR_CONNECTION_REFUSED)

Is my IP Blocked?

hosting a account for someone else is on the wrong side of x10hosting's free-hosting "Terms of Service" (TOS)...
"Personal accounts are to be used by the primary owner only. Personal account holders are not permitted to resell, store or give away web-hosting services of their website to other parties."

Well this is because she has not got enough knowledge on how to host it. Basicly I own the site and not her but I made it for her to use (and to moderate her forums). Uhh, any way so that i'm not breaking the terms? It's registered to an email address we share...

and ok, I thought it was serverside due to backend errors

That's absolutely fine. Our Terms of Service only disallows having multiple accounts per individual; you're fine to host a website for your friend.
