mod_security

I'm having an issue with phpBB. I cannot enter a URL in the website field of the UCP as I get the following error.

No route found for "GET /ucp.php"

At the phpBB support forums a member said the following,

"This is likely to be your hosts mod_security being tripped for some reason."

Is this true and is there a way to fix it?

Unfortunately I'm still getting the error. I cleared the Cloudflare cache as well to be sure.
