I am having an issue setting up the web mail. I have gotten the incoming mail server to work, but outgoing is not working for me at all using my iPhone. I've tried SSL and non-ssl servers and different ports with no luck.

No the portal is no use. All it says is that my account was upgraded to premium, and there is no access to my account through it. * there is no re-sign up link or anything to get free hosting.
