Where is your site? Your main domain only leads to the default index.html that's included in all new hosting accounts. Please either delete it and upload your own index.html, or redirect it to your site. Until you have a site up and it complies with TOS, the limits will stay in place.

If you only deleted everything inside your public_html directory, then that did not cause your current error.

Clear your browser's cache. I see a site loading when I go to your main domain. If you had a template for your site, then make sure that you really did change all of your urls located in the general settings for your site's backend.

The server is not down. Did you change your main domain recently? If you did, then give it around 24 hours or so for the cPanel to sync up to the new domain name.

SSH is not available in free hosting. It is available by request in Premium hosting packages and VPS.

What happens when you try to login to your cPanel and where do you go to access it? How do you know that it's bandwidth that is the problem? What errors are you getting?
