Ensure you are outputting the data in the correct charset. Your MySQL data and what is being served by Apache need to be the same character set / encoding.
It has not been disabled and has worked without (known) issue until recently. Can you let us know where we can reproduce the issue with a script on your account?
If that rewrite rule does indeed exist, and you require it, you can shut off mod_rewrite for that particular /resources/css/images directory using "RewriteEngine Off" in a separate .htaccess (In that directory).

Unfortunately we have just dropped support for Fantastico. Please use Softaculous located within cPanel for your various scripts and applications.
