On older machines, the flash speedtest/pingtest tools are very resource intensive... I know on my machine (1.8GHz P4-m) it'll take the CPU use to 100% and say my 10mbps net connection is runing at 2mbps... Try shrinking the window so it's not showing the flash content... and minimising it too...
