The ad-enhanced free plans have more databases, and you can purchase a doubleAll package that will double the number of databases you can use. And you can also cram all your databases on one huge database. Sadly, I don't think that the number of databases per account will change anytime soon.

Licenses are tied to the server where they are installed. Once the old servers are taken offline, the licenses should be moved to the new servers. In the meantime, could you try, as vigge_sWe suggested, downloading the update from Drupal's website?

Configure your domain so that the DNS points to ns1.x10hosting.com and ns2.x10hosting.com. Then add the domain as parked from cPanel.

Yeah, the accounts are all moved, but the servers are not entirely configured. For the moment, I'd recommend putting a index.html file stating that the servers are down to protect your account. The servers should get configured before the end of the weekend.
