There's not much you can do about it when you're using a campus's connection or libraries. :(

The server load is most likely the reason you cannot view your Web site... That'll come down shortly, somebody must be abusing the server and will soon be suspended. As for MySQL, it's no longer tied to the individual servers. Have you tried clearing your cache?

It'll be the worst mistake of your life. They have a monopoly here, so I have no choice. I have ongoing problems with them every day... The support sucks. They'll blame anything as a "PC" problem. I highly suggest finding a different ISP.
