Are you accessing it through File manager in cPanel or using FTP? Either way, you'll have to enable the display of hidden files in order for the .htaccess file to show up in the results.

I'm not sure whether disabling hotlinking on their sites means you can't access it. Also, there are more image extensions than just jpg, png, gif.
