Dreamweaver is probably the best tool for writing html, without thinking about it. Although it can be expensive. You probably want a WYSIWYG tool. You could also use something like a CMS (content management system), to build your website. Examples include Joomla and Drupal.

Hopefully it will be up and running ASAP, although it will definitely wait until the more important site upgrades have been completed, so it might take a few weeks for everything to get back to *normal* so the admin have the chance to fix those sorts of issues.
