For security perl\cgi scripts are limited to run in the cgi-bin folder. You'd have to edit the scripts to output the HTML files into your public_html folder.
I did think you could view HTML pages that were in the CGI-BIN folder. Do you have a link to one? I may be wrong though.

You need to create a database, create a user, and then assign that user permissions to the database. Once that is done you will use that user name and password.
This can all be done in the MySQL section of your cPanel.
