server side include and cgi stopped working

I've had a server side include of a cgi program working on my website
http://www.benho.org
for the past year that stopped working all of a sudden.

The cgi still works
http://www.benho.org/cgi-bin/updater.cgi

but the server side include returns this in the error log
[Thu Aug 28 01:45:52 2008] [error] [client 208.125.97.78] unable to include potential exec "cgi-bin/updater.cgi" in parsed file /home/benho/public_html/index.shtml

I never heard back from anybody on this issue. Any thoughts on how to fix?

It was a temporary restriction as part of our maintenance plan
