Just to be clear, are you having difficulty logging into Noah's Classified administration or is the issue with Account Manager or cPanel?

Users are only allowed to have one free hosting account so you will have to wait until your current account is terminated. That will take a minimum of 14 days but it could be considerably longer. After your current account is terminated you may request a new free hosting account.
